1994 200HP high voltage? (16V +), also constant buzzer (temp sensor)

Got my [new to me] outboard running with everything hooked up and ran for a while.

The voltage seems high (16+ volts), is this likely the voltage regulator?

There is also a constant buzzer (engine temp sensor?). Heads are cool, going to change thermostats.

Sounds like an accurate diagnosis, I would when you replace the reg/rectifier make sure all connections are free of any debris and are making good contact. Make sure your reg. is properly grounded to a good engine block ground. Make sure all battery/charging connections are good and tight. As far as the buzzer is concerned if it is a solid beep alarm means overheat or no oil (sensor).
