1994 200 merc high idle

to lower idle speed is it as easy as adjusting the throttle stop or do each carb need to be adjusted ?

All idle speed adjustments are done with "idle timing". All three carb throttle plates completely closed. Linkage cam not touching tha roller on bottom carb.
