1993 OMC Cobra 5.0 4 winns trim issue

My lower trim pump motor is turning but the trim is not going up or down. It is currently in the upright position. Has anyone come across this issue and remediated it or have any suggestions? Your help is greatly appreciated.

Ayuh,..... Welcome Aboard,... Is there oil in the pump,..??

Have a Heavy friend jump on the drive, while the down button is pushed,....
They sometimes hang up, if the up pressure isn't relieved by a couple taps on the down button, after hittin' Full Up,.....
