1993 Johnson 50HP tilt

Can anyone tell me if the little black plastic covered handle on the port side of the mount is a tilt locking handle? I can't get the motor to lift up, not even manually, and this is the only thing I see that can be causing it. If it is, can someone tell me how to disengage it, as I have tried every which way but loose. This is my first Johnson outboard, and although I have the book, it is still keeping secrets from me.
