1993 150XRi putting out 16 volts

Was breaking in my outboard after a complete overhaul and was monitoring gauges closely as I ran it. Suddenly I saw the voltage jump to almost 16 volts and stay there. Back to the ramp to take her home. My outboard has two rectifier/regulator modules mounted under the coil plate. No biggie I thought, just replace them. Manual shows two identical units. So I bought two and went to install them. Top one is simple: 6 wires, color coded, 2 red, 2 yellow, one grey and one black and simple. Lower one only has 5 wires, two yellow, two red and one grey. Grey wire is capped off. No black wire. What gives? I see no listing for this module. No ground wire? Grey wire capped off? Do I use the new one I bought and not connect the grey and black wire? My Merc service manual does not help and I don't want to fry anything. Help please!

I the grey wire from the top one going to the Tach? if yes that would explain the bottom one not being hooked-up.
the bottom may have the ground through it's housing??

Makes sense. My Merc manual is vague. I thank you for the help.

Replace em as a pair as the one missing ground is likely a cheap knock off...
