1992 Suzuki DT30 Tell Tail

My 1992 Suzuki DT30 has only ever had a sputter from the tell tail. I removed the lower end and replaced the water pump impeller and noticed that the hole for the tell tail just went through to the inside of the midsection housing. There are no hoses, just a hole through the metal housing. The only water that would ever come out of the tell tail would be what was lifted by the exhaust tube. Is this correct or should there be a hose that should be attached somewhere else?

I can't speak for this motor in particular, but generally the pisser hose is attached to an elbow that is tapped into the water jacket of the exhaust cover on the powerhead or the block itself.
