1992 Mercury 90hp tilt/trim issue

Looking to buy a boat with a 1992 90hp Merc and the power trim won't raise the motor when running down the lake at speed. It will trim okay when you are at idle or in gear but only at idle speeds. This is the first time the motor has been running since last fall when it was put in storage. What should I be looking for?
Also, is the 90hp a good motor? Don't want to get stuck with something that disappoints. Thanks for the replies!

Looked at the boat again and found it only has power tilt, not power trim. On that note, what years and models will have the same tilt/trim so I can search around for the used parts to get power trim on this motor? Thanks.
