1992 Mariner 25HP issues

I recently acquired a 92 - 25HP Mariner (0D109XXX) to replace my kids 15hp Yamaha in their Skiff. When I purchased the motor, we did a test run and compression test and all was fine. After installing a new control, tach and battery cables, my son and I took the boat out for a test run and experienced some issues. Occasionally, the motor would bog down and die while idling through the no wake zones although it would immediately refire. We were able to get it on plane and moving but after a mile it died out and again immediately refired when hitting the switch. Even though we were on plane, I couldn't make more than 4000 rpm's. The A/V plate looks like it was a little too low (1/2") but it shouldn't have impacted it by that many rpms. Secondly, we were unable to get the boat on plane again. I noticed that the Lowrance GPS/FF was being very dim which is unusual for an Elite series. With the engine running, I attempted to remove the top cowl and got a nice little surge feeling of electricity (not a solid shock if that makes sense). We shut the engine down and removed the cowl, with the motor in gear I manually advanced the throttle to full but still couldn't make plane. Also, the tach stopped working through all of this. I did disconnect the tach at the harness and no improvement was made.

Here is a synopsis of what I added to the motor;
  • New side control (881170A5) replaced the existing starter switch assembly which was a mess.
  • New teleflex control cables.
  • New starter (old one was shot)
  • tach wiring harness and tach (set to 4p I believe).
  • #6 8' battery cables to replace the smaller ones which were cut short.
  • re-attached the quick connect assemble for the fuel line. The previous owner ran the fuel line directly to the inlet.
Also, any clues on where to obtain an actual service manual for this engine? I have checked eBay but no luck and everything else points me to the Seloc manuals which don't cut it in my book. As always, any recommendations or suggestions are welcome.

Ayuh,.... Welcome Aboard,..... My 1st guess is, it's runnin' outa gas,....

Could be anything from the tank, to the carbs,...

I did a test this past weekend, I noticed that the primer assembly was leaking a lot of fuel while running. I am going to pull the carb and rebuild along with the primer/injector thing. I will also be replacing the rectifier. The one on there now has a ton of corrosion on the three leads. For $26 its worth a shot.
