1992 Johnson Tracker 40 hp starting problems

I am new to boats and am needing help with different problems we are having. First of all we have changed the spark plugs, preventative maintenance valve and rebuilt the carbs. This all started because when we started the engine on land it started and ran okay. Put the boat in the water and it won't start. We took it out and found a fuel leak on the valve. Now with the leak fixed the motor is still starting on land but again not in the water. Can anyone tell me what we need to look for now? I would really appreciate any help.

In the water there is back pressure on the exhaust that you don't get on land. It is likely that she needs a link 'n' synch procedure, by the book and in water.

If you don't have the factory manual you will need one. www.outboardbooks.com

I have ordered the seloc manual, have not been shipped the paper book yet, I do have the seloc online. Any chance you can tell me what I need to look up to perform the link n synch procedure? I am very new to boat motors.

Look for linkage and synchronization procedure.
