1992 60HP Mariner oil/overheating alarm

Getting steady alarm (not beeping) when I turn the key or run the engine (plenty of water coming out of the engine). Cleaned out oil reservoir and replaced hose to pump and from pump to gas line (replaced the one-way valve in the latter too). When I disconnect one wire to the oil sensor, and remove the overheating sensor from the engine still get the alarm. So what next? Short of just replacing the module, can I put a VOM to the sensor leads to the module to tell if it is bad ? Like if zero resistance then the module is shorted out ? Or could it just be that the warning beeper is shorted out ? If so how would I check that ? I assume that there is a single module for both the oil and overheating sensors ? Thanks
