1992 60 HP Evinrude VRO horn signal

I just bought a "Used" 1992 Bass Tracker Pro-Deep V17 with a 1992 Tracker Pro Series 60 HP Evinrude from a private party that was the original owner. The engine starts very easy and runs great with no hesitation at any speed /RPM's (its great!).<br /><br />When I go out to the larger high speed Lakes and run the engine at 1800 RPM's and greater no alarm goes off. Then once I bring the engine down below 1800 RPM's for longer that 5 minutes, a "Rapid Short Tone" goes off. This is indicating a "No Oil" condition. I understand that at full throttle, the fuel/oil mixture is 50:1 and at the lower RPM's it should be at a ratio of 150:1. Is the "VRO-2" that is equiped with the 60 HP Evinrude faulty or could it be the wire to the Horn.<br /><br />I am perplexed that the horn goes off, it is short rapid tones only at low RPM's. The engine is not over heating and I have a good stream of water shooting out the back. At middle and high RPM's the engine runs strong with no horn signal. The in-line primer pump from the oil tank to the VRO is full of oil with no air. The original owner replaced the "Low oil Sensor" asm in the oil tank a couple of years ago. Now I'm wondering if the mechanical mechanism or sensor inside the "VRO" is unable to detech the small amout of oil at the lower RPM's or if actually the system is not getting any oil mixture at the lower RPM's. If I need a new "VRO", I have no problem of buying one for say $240.00 and installing it myself. But, I would hate to do that if somthing else is causing the problem.<br /><br />One service person at a shop mentioned that the engine is not ment for low "No-Wake" operation. I can not believe that. I want to fish several smaller lakes that are "No Wake" areas, and I am only operating at say 1000-1500 RPM's. This is a fishing boat and not a speed boat. <br /> <br />The 1992 60 HP evinrude is a model# TE60TLENE. <br /><br />Thanks for any help on the issue above!!!
