1992 60 evinrude won't start

Hi there, few quick questions. My outboard is not wanting to start. Normally hard to start but not wanting to fire now. Here is the rundown. Need a new primer bulb ( getting that soon). Fuel is getting to carbs ( I can hear it filling when I push in choke. Spark is good, and starter is new. Today I noticed that after trying to start it, there was a very slow drip coming out of bottom carb ( if looking straight at it it looked like it was leaking out of the underneath screw on the left . Is this normal? I had carbs rebuilt two years ago and always use treated gas so I was hoping it wasn't a carb issue. Could a leaky carb cause engine not to start? It almost seems like engine is getting flooded.

When you say "spark is good", how did you test it? Also, how old are the spark plugs? After trying to start it, pull the spark plugs and see if they are wet (with fuel).

Thanks for the reply, I tested spark with a spark tester, hot blue spark. Plugs are two years old. I will check today and see if they get wet

The less chemicals u use in gas the better. Always use 87 fuel unless its a hi prof performance motor. Check your gasket around the screw on the carb bowl make sure it's there and good and make sure the gaskets in the carbs are good. Treated gas can destroy them over time.bad gaskets and floats in the carb can cause it to leak. Also make sure the screws are tight on the carbs. If all is ok and it still doesn't crank. Go to your shift cables where they connect to the motor at turn the the black knob on the shift cable counter clockwise a little at a time until u get it to crank. It will crank. Don't turn the knob on the shift cable that's connected to the forward and reverse gear,turn the other one,it is only too. Your timing is probably of a little. That will put your time back in place. Once u get it running play with the knob a little until u get the motor to sound perfect by ear. This will work.
