1991 Nissan 8hp lower unit leak

Replaced all seals and gaskets on the lower unit including the shift rod bushing and O-rings. Placed the unit underwater and pressurized it to 10 psi. The only leak was from the bolt threads of the bolt that holds down the clamp that holds the shift rod bushing in place. I have an original Nissan issued repair manual. It shows that bolt but makes no reference to it. My question is does that bolt require thread sealant. Can't tell by the drawings if the threads go through to the inside of the lower unit. If it doesn't require thread sealant would appreciate ideas on how are is coming from those threads.

What is your actual model (not year)? The NS8B should not require any sealant on the threads of the shift rod bushing retainer bolt, but you certainly could put some on it.
