1991 Johnson 24hp loses power

My 24hp Johnson outboard runs fine at lower speeds but when I throttle up the motor races and I lose speed.

Sounds like prop hub spun. Remove prop. Mark back side from center to edge with a permanent marker and re-install. Take a test run and duplicate the problem.
Remove prop and inspect the line. if it has split into 2 lines the hub is slipping and prop needs rebuild.
