1991 Evinrude 120 power surging

I'm looking to buy a used boat it has a 1991 120 evinrude. Boat seams to be priced to sell has great compression and leak down. The question I have is at WOT after 20-30 seconds there is a power surge, it doesn't kill the motor it just surges. I wondering if this could be just a dirty fuel issue or filter and carbs? Has any one had this happen to them and what caused it? The oil injection is disconnected because it's no longer functioning. I just don't want any costly repairs. Thanks!!

Most likely a fuel delivery issue. It might be an air leak, it might be a restriction like a stuck anti-sipon valve, it might be a capacity problem in the fuel pump. If not fixed, next step will be lean burning and melted pistons.
