1991 Bayliner Johnson 88hp spl

I have a91 bayliner capri with a johnson 88hp spl and was wondering if anyone can tell me how to make the steering easier. I have both hands on the steering wheel turning and its pretty hard to turn. Seems like it should be alot easier. Any help will be appreciated. Thanks Chris

disconnect the steering link arm at the motor, now turn the motor, should be easy, now turn the steer wheel. 99% the wheel is still hard to turn, if so, remove the nut on the tilt tube on the motor, slide the cable out, if still hard replace cable. throughly clean the tilt tube of rust, grease, etc. the cable should have easy sweeping bends no sharp turns.
