1991 American Skier Indmar 351 Windsor - Starter turns slow, engine does not turn.

The boat ran great last year. Drained water out of engine and stored in basement/garage in Georgia for the Winter like we have for years. Charged battery & go to the ramp to launch this summer, Will not turn over. The starter sounds like it is straining to turn slowly, but the engine is not turning at all. Can not imagine why or how the engine would lock up with no prior symptoms. Pulled plugs and sprayed WD-40 in cylinders, waited over night, tried again with the same negative results. Battery tests at 98%+ . Starter?? If I could figure out how to manually turn the engine, I could narrow the possibilities. Anybody have any thoughts???

Most of the Indmars I've worded on have the pump mounted to the damper on the front of the engine. You will need to remove the damper to get to the crankshaft nut. You should be able to turn over the engine with a 18-24" breaker bar.

WD-40 is not a very good penetrating oil.
