1990 yamaha prov 150 low on power

i have a 1990 yamaha prov 150 that sat in my garage for two years and wasnt run. i have taken the boat out three times in the last few months and i cant get the boat to plane out with two people in the boat. the only way i can get it to plane out is to sit the other person in the front of the boat. once it planes out it will only hit around 4800 rpms. im looking for suggestions on how to clean the carbs. i dont have much carb expierence.
is there a drain plug on each carb or do i have to take them off and soak them?

Yes, you need to take them off and soak them to do them properly

how difficult is it to take the carbs off? and should i get a carb kit for each one?
