1990 yamaha 85 tilt/trim will not stay up

1990 yamaha 85 tilt/trim will not stay up. it works both up and down. but will not stay trimmed up at all. can someone please help?

There's a screw that allows you to manually lift and lower the motor when loosened, have you checked to ensure this has been tightened up?
