1990 OMC Cobra 3.0 belt and pulley alignment issue?

Hey everyone,
A little background on myself. I live in the midwest and have had quite a few different boats with outboards and just purchased my first I/O. 3.0 omc cobra powered forester that someone blew the belt on and didn't want to fix. That is where I come in. I like to tinker and decided to try an I/O out. So, I took the hard way in fixing and not buying a manual and used much of the useful info on this site for finding a belt replacement and how to replace instead. I have to say it was not an easy task but was successful. Lots of good info on this site. Here is where my question starts. I mounted the belt and set the tension but I notice the the altinator and the top pulley which I believe is the water pump have the v-groove lining up really well. Now the lower pulley has what looks like a rubber ring mounted behind it. Is that the harmonic balancer I read about? Also, the lower puller which I think is on the crankshaft does not line up with the other 2 v-pulleys very well. Looks like almost a whole groove width off. Is that normal for it to run slightly angled like that? Or, do I have to flip the lower pulley over if possible. Any help would be much appreciated as I am very close to firing this thing up for the first time. Looking forward to a nice cruise on the lake before it gets too cold. Thanks in advance.

I had read about the harmonic balancer coming apart and wondered if this is what it looks like or not. The rubber ring behind the bottom pulley looks in tack and up against the back side of crank pulley. BUt, the top and bottom pulleys are are about 3/8" out of straight up and down alignment from one another.

How was the alignment before you changed? What did you take apart? Not related to belt, but be sure you pull the drive and check engine alignment.

I had the front cross motor brace off to get the belt on, that is it. There were no spacer blocks to remove on this motor. I left the mounting base in place. Blocked the pan with 2x4's and used rachet straps to hold motor up before loosening. I never have checked the rear drive alignment but I know the prop was in pretty bad shape. I will have to check some of the sticky's on checking alignment as I have never owned an inboard before. Thanks for the input and advice.

Looks like your harmonic balancer is coming apart. You will need a puller and installer (rent from advance auto parts or the like) and a new balancer. The pulley part slips off the rubber and it is no good.

Thanks that is what I was afraid of. So where and how much for a new one? Also, I thought I read somewhere on here about a guy who rebuilds them. Anyone have his info? Thank you all very much.

I purchased the boat from a guy who forgot to put the plug in the boat and after he came back the motor was half submerged. Bought it cheap with milky oil in the pan. So far I rinsed and changed oil and had to get a new starter. No water in the top end and it runs. Not looking to dump a bunch in it until I can run it a while. Seems as though a few people on here have gone through the same thing. Thanks again all.

If you look at the outer flange of the pulley in the first picture, it looks like it is chewing away at something and has been for some time. Yes, it appears the harmonic dampener is coming apart. That would also make it difficult to set the timing since the outer part of the dampener and the hub have likely shifted thus throwing the timing mark off.

Thanks everyone. The balancer was shot and a new one is on the way. Appreciate all the help. Now I need to get her back together for a test run before winter comes...
