1990 Nissan 90 steer issue

Hi all- While taking my final run last fall I noticed the boat would steer very hard, especially to the right. I had a friend manually help move it back and forth a few times and tried to grease the steering rod but it hasn't helped much. Is is possible I need a new steering cable? Does anybody have any clues or ideas on how to fix this?

It can be:

A steering system problem

A steering tube problem

A swivel bracket problem

You will have to determine which.
