1990 merc 115 OB is overcharging

The voltage gage is going to 17 18 volts and the battery is warm, seems to be overcharging! What could be wrong? Could I have a crossed wire or maybe a bad regulator if there is one. When key is on and motor NOT running the voltage reads about 13

regulator perhaps, check for dead cells in battery, bad battery connections: imho
