1990 Johnson 30 horsepower ( j30ress ) clicking noise ?

Can someone please help me identify this strange clicking noise coming from the rewind assembly, only sometimes does this happen. I pull the cord to start the motor and away we go. But sometimes as I pull on the cord only when the cord is in the process of being rewound does the clicking noise happen. I removed the three bolts holding the assembly on, and took a good look under the rewind assembly only to see that everything is in perfect order. Not to mention the fact that the rip cord rewinds perfectly 100 percent.

It could be the neutral lock out stop hitting the the rewind pulley.
