I took my boat out of the water yesterday and started to winterize my engine. I noticed a black fluid coming out the bottom of the anti-ventilation plate, out of a few holes that appear to drain excess water. It smells like gas and oil, should it be draining from these holes? I have searched my clymer manual and can't find anything about it, and I can't find anybody else with this happening on the internet.

It is simply exhaust residue. It is normal. The holes are to drain water from the leg.
