1990 Evinrude 120 VRO Outboard

I am having a problem with my outboard. Here's what it is doing. It idles fine and runs fine at wide open throttle. If I slow down to say 4500 rpm, it runs for a minute or so and then starts slowing down to around 3000rpm and up to 4500 rpm. If I open the throttle back up all the way, it hesitates and then takes off like normal. Rough or calm it does this. It seems kinda like it is running out of gas but works fine at wide open throttle.<br /><br />I have changed the fuel filter and primer bulb. The hoses are not kinked. I pulled all 4 carbs and nothing in there. I am thinking my fuel pump may be on it's last leg. Or the pickup in the tank is having trouble. Would a bad anti-siphon valve do this?<br /><br />Thanks,<br />Brett

I was reading some other posts about fuel related problems and came upon this:<br />The new needles and seats don't have rubber tips because the new additives in fuel will make them swell and not work properly.<br /><br />My float needles have the rubber tips on them (original). Could this be the problem?<br /><br />Also when I pump the primer ball, it gets hard like it should and the inline glass filter fills up but after running, the glass filter empties and you can see the fuel pulse in as the fuel pump draws it in. (Has done this since new) <br /><br />I am going to try using a 6 gallon portable tank and see if that works. I am kinda thinking the anti-siphon valve or the pickup in the fuel tank now. I won't rule out the fuel pump just yet either and have now added float needles and seats to my list!
