start boat on hose connect runs fast idle cold and warmed up no adjustments on carbs low or fast preset orfices.Would this be a timing problem.need help

How fast? They idle faster on the hose than on the water. It should be ~800 rpms when in the water, in gear.

1200-1500 in tub of water warmed up
