1990 70hp everude vro bogging at 3300 rpm

i have a 1990 70 hp and it is jumping or bogging down at 3300 rpm if i keep it at 3200 nothing happens it runs fine . the problem DOES NOT happen all the time . it took it out today and this was the first time since May it happend. i shut off the motor tilted it up let it sit for five minutes then started fine and ran fine for 10 mins the problem happened again . ran it like that for ten minutes reved it up at ran perfect . compressions it excent in all 3 cylinders . any help to diagnos my problem would be great . THANKS

Post the compression results.

Spark test (not a "spark plug" test). get an inline spark tester (couple bucks at autozone), set the gap for 7/16", clip it to the engine block, attach the plug leads (one at a time) and look for a strong blue spark while cranking. If it can't jump a half-inch gap in the open air without a spark plug, it's not firing in the hole under heat & compression.

Fresh fuel? inspect tank for water/debris.
Fuel tank vent open and clear?
Fuel line holding pressure?

If all the above checks out, rebuild carbs with new kits.
