1990 40hp evenrude cooling problem

I was getting ready to winterize my engine today when I notice no water coming out of the tell-tail,water was coming out the exhaust but nothing from the rubber tube,I felt the head it was getting hot so I shut down the engine,hopefully no damage was done,I am new to this engine,I kind of think it the Water Pump Impeller?????.any help on this problem will be greatly appreciated,How hard of job is it to change I have a manual for this engine. it all Greek to me????

could be clogged tale tell hose, very common. mud doppers love to block them. remove the hose, and run a wire of weedeater line thru it.
