1990 115 ho top cowling loose

I just purchased a used 1991 Crestliner with a 115 Yamaha 2 stroke. The top cowling sits loose on the motor so I tried to adjust the little hooks on the cowling that snap down into the latch mechanism but when I adjust them up to pull the cowling tighter the latch mechanisms will not snap shut around the hook lugs. The way it sits now there is almost a 1/4" of play between the top cowling and the bottom motor cover. Maybe its supposed to be this way but the top cowling just wobbles around a lot. Anyone had this problem.

What kind of shape is your black rubber cowl seal in?....maybe warn or compressed with age?....1/4 inch crack there is not a good thing...water, insects, etc. Could enter cowling?...

The seal looks to be in good shape, although I don't know what a brand new one looks like for comparison. One thing that I thought was that there might have been a matching bottom seal. There is no seal on the bottom cowling. But I don't know if there was supposed to be one there.
