1989 Yamaha 225 excel losing power

I have a 1989 Yamaha 225 excel and it will lose power like the throttle is pulled back when the motor is over 4000rpm's. I know several others have had this problem, but I have seen no solutions. It seems to be fuel related, new fuel filter, new fuel lines, a new fuel pump or what? Any suggestions would be great.-Thanks in advance.

I installed two new fuel pumps and the motor is running great. I also replaced all the fuel filters and cleaned the small fuel water seperator on the outboard. The fuel pumps were about $35(replaced both of them since they are relatively cheap) and the filters were about the same. So far it seems to have corrected the problem.

I have also replaced all the fuel lines, they were picking up water from the bilge.
