1989 waverunner speed HELP

i took the carb apart cleaned it all up with carb cleaner put it back together yes the right way, was having problem low speed runs good then high speed boggs down.
had it on the water today. ajusted carb needle and only one time got to top end speed.
then back to having problems low speed works good but bogs down and dosn't get to high speed. i also put a little carb/fuel cleaner in the gas just to make sure the carb was clean.
some one told me maybe the impeller sounded like weeds were in it but none.

I had the same problem, when i aquired one of these models for free, fixing someones, try playing around with the calibration screw on the side of the carb, should be facing forward, if your sitting on the seat.

took me about 3 hours and a tank of gas to fine tune it, good luck!
