Hello, I'm 2 weeks in on this boat and new to a full cabin. How to I turn the water and the hot water heater on?

Sounds like it is a 25' boat. There should be a fresh water toggle switch on the control panel. You must fill the holding tank before it will work , It does not draw water from the lake. There should also be a hot water tank switch that turns the tank on when you have shore power. Some boats are set up with a closed cooling system that is also connected to the hot water tank so if your out for a run and use the hot water watch out , it's really hot at that point. Confirm by poking around that you have a hot water tank, sometimes they break and the owners just eliminate them bc it wasn't being used.

If you can't find the fresh water tank, you should have a fill location somewhere on the boat. My last boat it was in the bow under the Vberth. My current boat it is in the middle. Both boats had water pump switches. My last boat was in the head compartment, and my current boat it is under the helm above the aft cabin entry. Your best bet is to do some searching around to find it. Water heater will most likely be in the engine compartment somewhere.

So I found the pump switch in the head and tried it but getting no response. I tried filling the potable water tank and it's full cause it literally spit the water back out at me. There is a switch on the panel that reads the water level and its reading zero water. The boat has a bit of a list to the side that water tank is on. I contacted the old owner who said the owner before him had the black water pumped out right in front of him and claims everything is in working order.

I'm wondering if it's a simple thing like fuses but have not been able to locate a panel of fuses yet. Could it be under or inside the helm!?

Could be the water filter for the fresh water is clogged. Your switching things up as well. Black water is your heads holding tank , not fresh water that comes out the faucets. So PO telling you that " worked " means nothing, unless it was the macerator pump and that's only good to use if your like 7-10 miles off shore and not in fresh water . Your water level indicator could be for the fresh water holding tank as well. I have never seen a fresh water level indicator, not saying they don't have them , just haven't seen one in my travels. Water spitting back out and in your case boat listing tells me you have a full tank of water. Your going to have to get on your hands and knees and start poking around to see what's what. Power Probe and multi meter are good things to have as a boat owner.
