1989 OMC (Ford) 2.3 timing/distributor installation question

Have a 1989 OMC Cobra 2.3l (Ford), Mallory points distributor. The engine starts pretty easy when cold or warmed up. Problem is inability to get over 4000RPM out of it. Ignition parts replacedverified: plugs, coil, external resistor wire ohms correct per OMC manual, Rochy 2GC rebuilt last summer, new fuel pump, fuel lines all clear and filters replaced (can and sintered carb filter), throttle cable adjusted per manual and does go from closed to full throttle position. Dwell angle 35 +/- 1 degree, timing at 8 deg BTDC (per mechanic recommendation due to ethanol 89 octane gas. Purged fuel tank and filled with fresh 91 oct gas. Timing marks line up for TDC on #1.

The manual diagram of the distributor indicates #1 cylinder post should be toward front of engine. Mine is offset approximately 20 degrees or so. If the distributor had been removed, is it feasible that the lack of power could be from reinstalling it a tooth or more off so it is rotated away from the diagram depiction?

Ayuh,... If that were the case, ya couldn't have Timed it right,...

It sounds like the carb needs cleanin' again,..

The #1 cylinder on the distributor can be pointing any direction. Doesn't matter one bit.

Shouldn't take long to pull it and clean/recheck float/needle valve. I'll give it a shot. Then if it doesn't work I might give it a S&W shot!

dwell is 31-34 gap is 19
timing,89aki fuel 4 86 is 1
Compression test?
What prop is on the drive?
You sure the drive is the right one? (seen a v-8 drive on a 2.3 motor)

What MPH does it get to at 4000rpm? and with what load?

could u tell me were the external resistor wire is located
