1989 merc 90 hp 3000 rpm max

Sometimes the motor will not rev past 3k when in gear, no speed. In neutral it will rev higher. fuel pump?

Sounds like you have a cylinder dropping out could be fuel but more likely electrical when its running bad pull the plug leads 1 at a time & reconnect until you find the one not firing then troubleshoot from there.We really need to know more about you engine year,make& model,serial no are a good start
