1989 Force 85 HP L Drive cannot run on muffs

New to this forum...have good all around skills with tools form V-8s to weed wackers! :facepalm:

OK real quick and hopefully painless. Got the boat and serviced foot and replaced water pump. Put muffs on boat got hot buzzer sounded shut it down. Brought it to lake backed it in let it run for 10 minutes no issues. Went to lake 2 days later ran about 4 gal of gas out of it no issues BUT wasn't going full steam wanted to run faster you could tell. Found out spark advanced was not working plastic link broke. Ordered part and fixed it, bench set timing fires right up. Tried Muffs again BUZZZZ. Ok so now I put foot in a large square plastic storage bucket and fill to top with water AND let water hose continue to run...it was about 2 inches from weep holes around bolts that hold lower unit on. Started it up and let it run for 2 minutes. Shut it down and started it back up 1 min later BUZZZZ.

Any ideas?? I bet I bring it to lake and it will be fine. I would like to be able to run it out of lake for a few minutes to wash out water jackets and such especially after trip to the ocean.

The lower unit must be in deep enough to be at least 2-4" over the cavittion plate. The pump won't pick up the water unless it's deep.
What muffs? How much water pressure?

Muffs were square not like I probably needed. Water pressure...I didn't crank it up all the way.
