1989 Evinrude XP200

I checked the spark plugs in my engine over the weekend to make sure none were fouled. #1 cylinder did not show that it had any soot or almost like it had not fired 1 time since I installed the plugs this time last year. Any idea what could be causing it? I thought about swapping coils to see if it followed it or not.
2 years ago I replaced my powerpack and stator assemblies. Not sure if that could be causing it or not.

Check compression... should be approx 100+ psi and even on all cylinders. Is it?

Check spark.... (Spark plugs removed) Should jump a 7/16" gap with a strong blue lightning like flame.... a real SNAP! Does it"

If the above areas are as they should be, the most likely cause is that the high speed jet in the carburetor which is feeding that cylinder is fouled.
