1989 Evinrude 50hp water pump question

Hi, I'm replacing the water pump on my 1989 Evinrude 50HP. The new base has a rubber gasket that is loose. It won't seat in the base, should I use RTV sealer to get it to stick under there? Also, the new rubber grommets/seals for the top of the base don't really stay on very good. These are all new parts (base, seals, etc). Is this normal? Should I twist the shaft while pushing down on the new base (with impeller mounted with key to shaft) to get the impeller seated, or can I just push and curl the new impeller wings up to get them inside the base?
