1989 25 HP Johnson/Tracker 2 stroke overheating at idle.

Just looking for a little help here. This is a new to me motor purchased a week ago on a 16 ft Tracker Deep V with side console. Motor runs great at almost all speeds and spits out plenty of water from the side which tells me it's cooling properly. However, after running the motor for awhile, if I bring the motor back to a slow idle or a neutral idle back at the dock I get a solid alarm coming from the key switch at the throttle controller. The motor also starts running really rough and wants to die on me. It won't rev above 2000 rpm's if I try. Usually after the motor dies or I shut it off, If I wait a few minutes the motor will fire right back up and operate as it should as long as I start moving pretty good until I get back to the slow idle. I'm just wondering if anyone can make a recommendation as to what I should look for here. Is the motor overheating or might it be something else? I should also mention that this motor is premixed 50:1 and it does not have an oil tank anywhere. Also, no trim controls. Just a basic 25 hp motor with side console steering.

Any thoughts???

Time to change the water pump impeller. The impeller will pump at speed but will not flow enough water when idling as it starts to breakdown.

Thank you Hidef! The makes a lot of sense. Hopefully thats an easy fix. I'll look into ordering psrts this week.
