1988 or 1989 Johnson 140 VRO V4 outboard

My family was given a 1988 Crestliner with a 140 HP Johnson VRO motor. It sat for a few years and last year was the first time we really took it out. It wouldn't run so we replaced the batteries and put in new plugs. It seemed to run okay then this year we tried taking it out and it wouldn't start. The fuel ball would not get firm so we went to a local shop to see what was wrong. He said that it needed another new battery and to try it again. We took it back to the lake and it worked. The lake had a no wake restriction so we were doing a lot of low speed moving around. We didn't take it out for another month after this and the fuel ball would not get hard again so we replaced the fuel ball, hose and filter. We also checked the plugs again and there was a lot of oil on them so we cleaned them off and cleaned in where the spark plugs went the best we could. It ran good at about 35 mph max on a no restriction lake. We tried taking it out again and it has a rough idle and will die and when we try to go full throttle it will bog down and either die or only get to about 8mph. We took it to the shop again and he said the carbs needed rebuilt and it would cost around 350 dollars. Is the guy right and at a good price or do you guys have any other suggestions? Thanks!
