I can get the engine to idle when out of the water running on the ears. when i have the boat in the water, it seems to idle low and will die out when i move the throttle lever forward or reverse. can anyone educate me on what and how to fix this?

Difficult to say for sure, but is sounds as though the load on the prop (when in the water) is triggering your issue. Often this is because of a lean condition -- not a good thing. This can happen if the motor is not fully warmed up. Does choking the motor allow you to get under way?

I would recommend getting a FACTORY service manual from a dealer as a start (the aftermarket ones are junk), and then methodically going through the fuel and ignition systems. Could be as simple as a float setting or crud in the fuel system. Then again, at this (20 years old) age, could be low compression or crankshaft seal issues making the engine a marginal-running unit. In any event, a thorough going-through is called for.

If those chores are beyond your skills, a dealer's assistance would be a good choice.

I dont believe that it is low compression or a crank shaft seal because it runs great above idle. Could it be caused by bad gas?

Sure....Or almost anything else. Basically the engine isn't able to maintain suffcient operating RPM when you drop it into gear. So, anything could cause it. Your going to have to run down the service manual check list or you could start guessing about what to fix first.
