1988 Johnson 70hp Carb Rebuild Question

Hi, I rebuilt the carbs on my 1988 70hp Johnson motor and was wondering if the following picture means I need to replace this part or clean it out or anything.

The only reason I ask is that this picture shows there's a little bit of something inside the small cylinder:

Yes, clean it out real good. Try some brake cleaner and see if you can get it to squirt there. It's gotta be clean.

Thanks, in case I can't get that thing really cleaned-out, any ideas what problems this thing being clogged-up would present?

Additionally, I'm seeing fuel spill out of one of the carbs if I squeeze the pump at the fuel tank enough, and also see fuel coming out of that same carb when the engine's running. Any ideas what could be causing that to occur?

Sounds like you have needle and seat probs or dirt under the needle or the seat.

Thanks, I cleaned out those needles and the engine's idling well again :)

Every now & then it's kinda sneezing or coughing, but I think there are quite a few other threads out there discussing what could cause that so that's next on my list.
