1988 johnson 40hp idle/low speed problem

hello everyone.. i recently got a 1987 18 foot ranger 680T with a 88 johnson 40 (J40TELCCS) , this is my first boat so i know absolutely nothing about how to fix or find whats wrong, but i try my best to figure stuff out. Little story before i get to my main problem.... in a bucket of water, engine starts right up, but wasnt pissing water. Local and only boat shop in area said its definately the impellar, so i bought and installed new impellar. Looked in same condition as the new one but still wasnt pissing water. then they tried selling me all kinds of stuff but didnt have the bank roll to by anything else then. so in the mean time i talked to many different people and over 80% of them said something about little bees make dirt nests in the pee hole line. sure enough my water line had about 2 inches of caked dirt in it. cleaned it out and motor pissed water like a champ.. So, needless to say, i will not be getting any advice for local boat shop anymore, and as a long time watcher of this site, when it comes to boat issues, i would trust my last dollar with you guys....
now for my current problem at hand... motor starts right up as soon as i hit electric choke and push button ign.. idles fine at first, put it in gear (trolling speed) then to wot and it screams, got it to 30 mph in choppy water via handheld gps, get to fishing spot and when i cut the trottle to idle speed it died, start back up, and dies, start again and had to crank a couple times, runs super rough motor shakes kinda hard dont sound good, put it into gear and it dies. get it started again, and as soon as i got it in gear i gave a bit of throttle and it didnt die as long as the handle was turned atleast 1/4 of the way but still spits and sputters and runs like crap, go to WOT and the motor screams across the lake, smooth sounding, smooth feeling, very responsive. as soon as i throttle down to idle speed the same things mentioned above happens.. normally i can deal with this, but when it comes time to dock or load on trailer i look like a dang idiot trying to keep it running. trying to load a boat on trailer that i have to give throttle to, to keep running at idle speed sucks. hit a dock because of it, slammed my trailer because of it.... I did take carbs off before and the top carb had no gas in the bowl and was super clean, looked like a new carb, bottom carb was full of gas in the bowl and everything was dity and looked like it was rusted up. so i cleaned it the best i could and put it all back together, and it does the same thing on the lake. and outside of carbs are soaked in gas, looks like gas is coming from top vent on carbs and from the front of carbs. i checked all feul lines and fuel is being delivered to each carb. i put my finger on 1 hose and squeezed primer bulb and gas shot out of other hose. same thing for both,.. i just dont know what is causing my motor to act like this.. OHH, the boat had sat since 2006 before i got it 3 weeks ago, and when i took carbs off i did not replace gaskets because they looked in good shape (rubber gaskets), and i did not take any of the carbs apart, only took the bowls off and cleaned that way. . I am planning on ordering 2 carb kits and a fuel pump kit tomorrow just to replace the older ones.. sorry for the lengthy topic, but i want to be as clear and informative as possible..

Not sure I got this straight. Did you take apart the carbs berfore or after you ran it? If it was running w/o fuel in one carb then I think you'd better do a compression test 1st. Dry carb, no lube, burnt cylinder.

Sounds like dirty low speed circuit in the carbs. You really need to do a good complete cleaning on them. And new gaskets.

i took them off after i ran it in a bucket of water.. then i ran it on the lake after, and wot the motor runs awsome. if i have a burnt cylinder or only 1 carb worked, wot wouldnt be right correct? its just low speed and idle im having problem with

After running it both carbs should have had fuel in them. You may have gotten lucky but I would still check compression on both and then proceed.

ok, i will have to buy a compression tester, and ill get a spark tester as well

if i hold my finger over both plug holes, when i turn motor over it blows fingers off of both, if that helps at all.

That really just means that there is compression. But how much? Unless your finger has been calibrated you have no clue what the numbers are. The human body is absolutely not more accurate than a calibrated gauge. Get a comp gauge, get the numbers. If good, test spark. WITH A TESTER, NOT THE BLOCK. If all good there then your carbs are still dirty. Sounds like slow speed circuit to me. Have you pulled the core plugs and cleaned the holes then replaced with new plugs? Sounds like you have trash in that area.
