1988 johnson 15 hp rope starter

Just bought a 1988 15 hp Johnson J15ECCS it needs a new recoil spring. When finding parts it includes a pat called the
starter spring retainer. I don't see it in my recoil or in videos on line. Does anyone know if I need it and where how it is installed in conjunction with the main spring?

It holds the main spring in place when assembling it.
