1988 Evinrude 50hp Twin High Speed issue

Model Number E50TELCCS

Have a high speed issue with this motor, starts and idles easy as it always has. Under load, bogs down and doesn't come up to speed. It has been suggested that it could be a power pack issue, how can this be diagnosed accurately? We have already cleaned up the carbs and replaced fuel. Any ideas would be wonderful, thanks in advance.

Are you actually loose spark under load?
Use a timing light to check spark under load and see if you are dropping a cylinder.
