1988 70 Johnson starts overspeed

I rebuilt all 3 carbs and it started instantly but at a very high RPM. Checked linkage and all butterflies were closed. The engine is a J70TLCCA and there is no external adjustment on any carb. Before I pull it all down, any suggestions????

It the base under the flywheel? If so it was fine before rebuilding carbs.

possible the linkage is not actually closing the butterflies. With the linkage in what you take to be the closed position, check the carb throats to make sure the flaps are closed. (i.e., may need to reassemble linkages) Is the remote throttle cable properly attached and the remote control lever and fast idle lever working correctly?

I flipped over the linkage bar as the carbs may not have closed fully. I will test in a couple of hours when all the neighbors are awake.

That fixed the overspeed but I don't see how to adjust idle. Is it thru linkage?
