1988 5.7 wont rev under load

Help!! Just put a rebuilt engine in my 21 foot Four Winns. Runs fine on the muffs. Dip her in the lake and will not rev past 2500 rpm. I have replaced the distributor with a Mallory breakerless. Set timing. Pumped all old gas out of tank. New fuel fliters. Have done the Merc shift conversion. I am out of ideas and need help.

It helps if you post the engine model/serial.

Not being able to reach correct max WOT RPM can be several things. Here's a link where you can find a good list of things to look at.

Thank you for the reply. I will look over the list to see if there is anything I have missed. I appreciate any other suggestions everyone has.
