1988 45hp mariner float problems

I Was Rebuilding The Carbs On My Motor And Noticed There Was A Big Diference In The Float Level Settings From One Carb To The Next Does Anybody Know What The Proper Loat Level Should Be?and Also There Was A Small Hole In The Block Behind The Carb That Was Lined Up With The Gasket On The Top Carb But Not On The Bottom Carb The Gasket Was Turned Around To Cover The Hole Was This Just Oversight By Previous Builder Or Doe That Way For A Reason?

I Read In An Old Manual I Had For An 86 Model 50 Hp Motor That The Float Setting Would Be 1/4 Innch From Bottom Of Float To Casting Does This Sound Close To What Mine Should Be?
