i have a 1988 4o hp vro i had the motor rebuilt and replaced the vro last summer. i can only get 1/2 power out of it for 30 seconds then it cuts out and starves for gas. i choke it and it will pick up briefly? i had it bored to .30 over and the carbs have been cleaned.
