1988 25hp Mercury bearing carrier seal?

A friend of mine ask me to replace his water pump impeller because he wasn't getting any water out of the tell tale. In the process of replacing the impeller I found a piece of amber colored sealant or seal blocking the water passage to the water tube. When I removed the base plate & gasket I found this.

took the seal up to a Mercury dealer and the parts guy said he never seen anything like it and doesn't have any mechanics on staff for Sat. and wouldn't be till Tues. till he could ask one them.

My question is this what is it and what can be done for this because they have no part #s for this thanks guys.

The seal looks to made out of some type of sealant does anybody know if I can just clean the surfaces and use an rtv or similar sealant on it?

it looks to me like very old dried up waxy grease.

but what do I know--lol

To me it looks & feels like a rubber its pretty flexible I almost think its some type of sealant that was put in there but I'm just not sure :confused:. Well the local Mercury dealer is closed today so I'll try to talk to one of the techs on Tue. if nobody here has a clue either.

Update: Well took it to the dealer & they said it had been Bubbufied that there is probably a leak where the housing is pressed in to the gear case for the drive shaft so that's the answer to the $64 question.
