1988 100 HP Overcharging

On my 100HP, the voltage guage on the dash says ~16V. I then checked the battery and the plates were visible (I then added distilled water). What could be wrong? Bad rectifier? I don't think this engine has a regulator.

That engine should have a regulater, that is not working right

Where is the regulator located? I can't find it.

It's in the electrical box on the starboard side of the motor with the coils and ign.boxs etc.
